The Importance of Early Intervention Services for Children with Hearing Loss and Resources for Families in North Carolina

Resources for Families in North Carolina

North Carolina offers a variety of programs and resources that provide families with the guidance and support needed to help their child thrive.

1. BEGINNINGS for Parents of Children Who are Deaf or Hard of Hearing

BEGINNINGS offers free support and information to parents of children from birth to 22 years old who are Deaf or Hard of Hearing. Parent Educators work one-on-one with families to provide information, advocacy and support in regards to their child’s hearing loss. BEGINNINGS also provides workshops and resources that empower families to make informed decisions about their child's future.

2. North Carolina Infant-Toddler Program (NC ITP)

The North Carolina Infant-Toddler Program (NC ITP) is an early intervention program that serves children under age three who have developmental delays, including hearing loss. Through the program, families can access services such as evaluations, speech and language therapy, and family support services. The program emphasizes creating Individualized Family Service Plans (IFSPs) tailored to each child’s unique needs.

3. North Carolina Early Learning Sensory Support Program (ELSSP-HI) for Children with Hearing Impairment

The North Carolina Early Learning Sensory Support Program for Children with Hearing Impairment  (ELSSP-HI) provides direct services to young children with hearing impairments, including consultative services to families and staff working with these children. The ELSSP-HI offers the majority of its services to children birth through two years of age under Part C of the Individuals with Disabilities Education Act (IDEA), in collaboration with the NC Infant-Toddler Program.

4.  North Carolina Division of Services for the Deaf and Hard of Hearing (NC DSDHH)

The NC DSDHH provides a range of statewide services, including access to assistive technology, communication support, and educational resources. NC DSDHH works to ensure that all Deaf, Hard of Hearing, or DeafBlind North Carolinians have the ability to communicate their needs and to receive information easily and effectively in all aspects of their lives, especially their health and well-being. There are seven Regional Resource Centers located throughout North Carolina.
